Representatives Alan Lowenthal (D-CA) and Steve Chabot (R-OH), co-chairs of the bipartisan Congressional Caucus on Cambodia, yesterday introduced H.Res. 661 to reaffirm the commitment of the United States to promote democracy, human rights, and the rule of law in Cambodia.

“The Cambodian government of Hun Sen must respect the rule of law, human rights, and democracy if Cambodia ever hopes to become a respected member of the international community,” Congressman Lowenthal said. “As a global leader, it is our duty to use every political and diplomatic tool at our disposal to ensure that the Hun Sen government respects the constitutional rights of the Cambodian people, including their right to free and fair elections. We stand ready to support the people of Cambodia in ensuring free and fair elections but first the government must immediately end its political crackdowns."

“The Cambodian people deserve to elect their own leaders, but Prime Minister Hun Sen continues to ignore the rule of law in a naked attempt to retain his grip on power,” Congressman Chabot said. “His open crackdown this fall on his opposition in preparation for next year’s election ought to prevent any illusion that the election will be free or fair. As the Cambodian people look for a way forward, today’s resolution sends a clear message to Hun Sen that the world is watching and that we will not sit idly by as he stifles the rights of his people.”

On September 18, Lowenthal and Chabot sent a letter to Secretary of State Rex W. Tillerson to condemn the crackdown on democratic institutions in Cambodia.

H.Res. 661 is cosponsored by Representatives Eliot Engel (NY-16), Zoe Lofgren (CA-19), Dana Rohrabacher (CA-48), Ed Royce (CA-39), Brad Sherman (CA-30), Niki Tsongas (MA-3), and Ted Yoho (FL-3).
